Born in 1925 in Shaoshan County, Heilongjiang Province, Wu was educated at the University of Michigan in the United States and later studied law at Harvard Law School.

    After returning to China, Wu began his career as a journalist and eventually became a prominent figure in the Communist Party of China (CPC). In 1974, he joined the CPC Central Committee as its secretary general, where he served until 1983. During this time, he oversaw the implementation of key policies such as the "Four Modernizations" program, which aimed to modernize China through economic, social, cultural, and technological reforms.

    In 1986, Wu resigned from the CPC Central Committee after being accused of corruption. In 1998, Wu founded the Shandong Taishan Group, a state-owned enterprise that specialized in the production of steel and other construction materials.
